基于OODA环的合成部队光电装备作战效能评估

Operational Effectiveness Evaluation of Optoelectronic Equipment for Combined Arms Based on OODA Loop

摘要: 针对光电装备评估问题,研究陆军合成部队光电装备在观察-判断-决策-执行(OODA)环中的作战效能。分析基于OODA环的光电装备的作用,面向侦察打击全过程建立光电装备作战效能评估模型。采用指标聚合方法评估合成部队主要光电装备在体系对抗中的作战效能。结果表明:观察单元光电装备的性能和数量均对体系作战能力具有显著影响,当打击单元整体能力处于较高水平时,单纯提高观察单元的性能对整体作战能力提高影响有限,模型评估结果与实际情况基本相符;采用基于OODA环的评估模型在体系对抗中评估光电装备的作战效能,能够客观评估光电装备的作战能力,为合成部队光电装备作战效能评估、结构和编配优化提供支撑。

Abstract: The operational effectiveness of optoelectronic equipment for combined arms is evaluated based on observe-orient-decide-act (OODA) loop. The role of optoelectronic equipment based on OODA loop is analyzed,and an operational effectiveness evaluation model of optoelectronic equipment is established for the whole process of reconnaissance and attack. The index aggregation method is used to evaluate the operational effectiveness of the main optoelectronic equipment. The evaluated results show that the performance and quantity of optoelectronic equipment of observation unit have a significant impact on the combat capability of the system. When the overall combat capacity of strike unit is at a high level,the improvement of the overall combat capability by simply improving the performance of the observation unit is limited.The evaluated results of the proposed model are basically consistent with the actual situation.The results show that the combat capability of optoelectronic equipment can be objectively evaluated by using the evaluation model based on OODA loop to evaluate the combat effectiveness of optoelectronic equipment in the system-of-systems confrontation.
